Welcome to Highland Manor Community Association's Website

Highland Manor is a community located in Hagerstown, Maryland. Highland Manor is a self-managed homeowners association (HOA).  We are a proud, family-oriented neighborhood located west of Hagerstown in Washington County, Maryland. Established in 1988, our community comprises 208 lots, with 206 homes, and has an active homeowners' association.

The Homeowners Association consists of Directors and Officers who are owners and residents who work tirelessly to promote a friendly, safe, vibrant, and enjoyable community.

The mission of Highland Manor Community Association Inc. is to uphold the integrity and reputation of the community by enforcing the Rules and Regulations and providing seasonal activities.

These safe, fun, and rewarding activities help develop good community camaraderie. They include monthly movie nights, Easter Egg Hunt with games, Trick or Treating, Fall Harvest, Pictures with Santa, and a Block party.
